docs: correct the documented clean-db invocation syntax

Context:
- The docs and the script's own usage hint still showed the make-style
  "db-name=value" syntax from before the task moved to poe, which poe
  rejects as an unrecognized argument.

Change:
- Spelled the arguments as "--db-name value --db-user value" in the
  toy-example and setup tutorials and in the script's error message.
- Added a changelog entry for the fix.
