fix: point jep java.library.path at python3.11 (grobid-quantities:latest-develop base)

The runtime base ships jep under /usr/local/lib/python3.11/dist-packages/jep; the
hardcoded python3.8 path caused UnsatisfiedLinkError: no jep at startup. Matches the
grobid-quantities runtime OPTS.
