Remove web-stepper from the mixed hover-text-popover changeset (#95)

web-stepper is in .changeset/config.json's ignore list (bundled host
plugin, not a published library, matching web-data-visualizer's
treatment), so a changeset can't declare a bump for it alongside a
non-ignored package. This mix was blocking `yarn changeset version`
on main, so nothing has been publishing to npm.
