chore: update actions to v7, node to v24, and replace eslint with oxlint

- bump actions/checkout and actions/setup-node to v7
- test matrix now covers node 22.x, 24.x, and 26.x; coverage runs on 24.x
- pin .node-version to 24.19.0
- replace eslint (+ typescript-eslint, import, jest plugins and shared
  config) with oxlint, configured via .oxlintrc.json
- run jest through babel-jest instead of ts-jest, which does not support
  typescript 7 or babel 8
- set an explicit rootDir, required by typescript 7
- use the non-deprecated husky 9 init and hook format
