Support interpolation to integer keys

Allow string path elements representing integers to select integer DictConfig keys while preserving exact string-key precedence. Reject ambiguous canonical int/string key pairs, document integer-only semantics, and cover nested interpolation, typed keys, selection, and non-coercion of bool, float, and enum keys.
