chore(release): prepare v0.13.0

AV1 video and in-band CTA-608 captions are the substance of this release.
Cut the [0.13.0] CHANGELOG entry and bump the version constant.

Also record the changes that landed without CHANGELOG entries, so the
release notes match what ships: the catalog track order now ranked by
codec rather than by raw codec string, moqtransport v0.10.0, the
webtransport-go fork v0.12.0 with quic-go v0.61.0, and golang.org/x/text
v0.39.0 for GO-2026-5970 plus x/crypto v0.52.0. moqtransport v0.10.0
changes no library API - quicmoq and webtransportmoq are untouched - and
carries the same webtransport-go and quic-go versions this repo had
already moved to.
