Add honest whole-tree I/O counters and peak process count to resource reports

Extend ProcessGroupStats with optional whole-tree I/O read/write byte
counters and a terminal peak concurrently-live-process count, backed by
Job Object accounting on Windows and cgroup v2 io.stat/pids.peak on Linux.
Unsupported backends (POSIX process-group, FreeBSD reaper, cgroup-less
fallback) report None instead of fabricating values. report-serde gains
matching wire fields with stable names and null-preserving semantics.
