CNV-94618: Enable GraceIOVirtualization and IOMMUFD FGs when deployAIE annotation is set (#4483)

The upstream KubeVirt v1.9 release introduced GraceIOVirtualization
(VEP-199) and IOMMUFD (VEP-266) Alpha feature gates for GPU
passthrough on NVIDIA Grace platforms. Enable both alongside the
existing PCINUMAAwareTopology when the deployAIE annotation is present
on the HyperConverged CR.
