fix(ci): pass GITHUB_TOKEN to swagger-ui-action in docs workflow (#1099)

The Docs workflow fails at the Generate Swagger UI step with
'[@octokit/auth-action] GITHUB_TOKEN variable is not set'. The action
uses the token to query and download the swagger-ui release from the
GitHub API, and declares GITHUB_TOKEN as an optional input.
