ci: send Slack alert when CI fails on main (#1172)

* feat(ci): send Slack alert when CI fails on main

release-please only runs after a successful CI run on main, so a red
main silently blocks it from creating/updating the release PR. Alert
the same Slack channel used by supabase-js's release notifications.

* fix(ci): tighten Slack alert to push events and require HTTPS webhook

Restrict the notify job to push-triggered runs, matching release.yml's
own event == 'push' gate, and force curl to refuse a non-HTTPS webhook.
