🌱 (ci): point the alpha generate workflow at internal/cli/alpha

The job filters on pkg/cli/alpha, which no longer exists. The alpha code lives
in internal/cli/alpha, so the filter matches nothing and the job cannot run on a
code change. It has only ever fired when the workflow file itself changed, which
is why a regression in internal/cli/alpha/internal/generate.go reached master
without the job running.
