[INTERNAL] Bump open-cli from 8.0.0 to 9.0.0 (#854)

Resolves vulnerability of `file-type`
(https://github.com/advisories/GHSA-5v7r-6r5c-r473).

Although open-cli@9.0.0 requires node@22 (and we allow older versions),
this bump is still possible since `open-cli` is only being used as a dev
dep inside an npm script (not even used in CI)
