fix: improve sosreport component diagnostics (#2955)

## Summary

- make MOFED diagnostics capability-aware: unavailable `ibstat`,
`ibv_devinfo`, `mst`, and other optional executables are recorded as
`SKIPPED` per node instead of polluting `collection-errors.log`
- collect portable `rdma`, `devlink`, InfiniBand sysfs, kernel, and
network diagnostics from the explicit `mofed-container`; real probe or
execution failures remain reported
- collect pod YAML plus current and previous logs for every regular,
init, and ephemeral container across the Network Operator controller and
all known managed components
- archive instances for every CRD in the generated Network Operator and
sub-chart inventory, including all `NicNodePolicy` objects, and enforce
definition/instance parity in regression coverage
- discover suffix-bearing NicNodePolicy workloads from their deployed
workload/pod label values, without making workload discovery depend on
permission to list NicNodePolicy CRs
- discover the parent Helm release and preserve a release-wide inventory
of Deployments, DaemonSets, StatefulSets, ReplicaSets, Jobs, CronJobs,
PodDisruptionBudgets, NetworkPolicies, and cluster RBAC
- use the Helm release label as a scoped catch-all for parent-chart and
sub-chart workloads that are not yet in the generated component map,
without sweeping unrelated pods from shared namespaces
- add the optional NFD topology updater to the explicit component map
and retain complete bundled and standalone SR-IOV Operator coverage
- render dynamically discovered workload types, init/ephemeral logs,
Helm release artifacts, diagnostic status, and related-operator data in
the HTML report

The change keeps the driver image minimal and makes the collector adapt
both to the tools available in each MOFED image and to the complete set
of components and custom resources installed by the Network Operator
chart.
