chore(deps): bump go-608 to v0.9.0

Drop-in: no moqlivemock code changes, and the caption round-trip tests
decode the same captions as before.

Neither of v0.9.0's behaviour changes reaches this repo. The shortened
default UTC line is go-608's default Config, while moqlivemock renders its
captions with the package's own cc608.DefaultContent. The stricter
generate.NumCues (floor instead of round) still yields one cue for a
one-second MoQ group: a group is round(fps) frames, so the unit is 1000 or
1001 ms and both divisions give 1.

Checked that cc608.DefaultContent still fits the one-pair-per-frame budget
at every broadcast rate v0.9.0 supports - 23.976 through 60 fps, all three
codecs - since the release notes flag the per-unit builders as tight enough
that go-608's own former default no longer fit at 23.976.

Paint-on and roll-up caption generation are new in v0.9.0 and unused here.
