RC API-freeze pass: build-variant error gate, remove renderToStringAsync, surface markings

- The server-function error sanitization gate keys on the build variant
  (bundler-replaced _DX_DEV_ via strict comparison; raw source fails safe
  and sanitizes) instead of NODE_ENV, with an @internal
  setServerFunctionsDev seam for test harnesses. The handler's dev-only
  diagnostic bodies ride the same flag.
- renderToStringAsync is deleted; renderToStream is a proper thenable
  (then returns a real Promise), so `await renderToStream(...)` is the
  fully-settled-string form.
- The rich-args hint names the shipped entry
  (@solidjs/web/server-functions/rich-args); the client entry re-exports
  serializeString so bundled rich-args entries share the codec instance.
- Freeze markings: serializer entry banner + per-export integration-facing
  notes; @internal on compiler-output primitives, hydration walkers,
  delegation/claim plumbing, and server-function wire plumbing;
  @experimental on every frames export with per-file banners.
