feat: extract EVENT ring feed into bb_data_http_push_pump() (B1-1449) (#1238)

Decouples the EVENT ring FEED from the 50ms broadcaster tick by extracting
the ring-feed loop out of bb_data_http_sweep_step()'s detect phase into a
new public bb_data_http_push_pump(), independently callable ahead of the
tick. sweep_step() still calls it in the same relative position, so the
tick-driven path is byte-identical; drain-into-outbound and the flush/retry
state machine stay tick-driven and single-task-owned per the B1-1123 scope
fence (the multi-writer lock is deliberately separate, B1-1450).
