Update dev environment, realign with repo template (part 1) (#77)

* Sync Github Actions with repo template

* Bump dev engines and align workspace setup with package-template

* Drop legacy-types from packages

* Placeholder in updating package builds: set up catalogs, update tsconfigs, set up tsdown, and update package build configs

* Update Vitest config and fix a few issues

* Update engines and devDependencies for unit tests

* Fix entry points for build, and add some explicit type annotations for isolatedDeclarations

* Fix unit tests

* Fix eslint errors

* Sync scripts from package-template commit 3b7ec6bf5, when it was on Changesets

* Fix remaining lint and typecheck issues; no functional changes

* Add changelog notes
