chore(phpcs): add the root PHP files to the PSR-12 scan

.phpcs.xml.dist listed src/ and tests/ only, so the plugin bootstrap,
uninstall.php and build.php were never checked — the one file WordPress
actually loads first was outside the standard the rest of the repo is held to.
All three are in the scanned set now.

Everything the wider scan turned up is fixed rather than excluded: tab
indentation, the missing space after `function` in closures, blank lines at the
end of control structures, inline control structures without braces, and a
missing newline at end of file.

The one that needed thought is the WordPress plugin header. PSR-12 orders the
file header docblock, then declare — these files had declare(strict_types=1)
above the header, which PSR12.Files.FileHeader reads as a misplaced file
docblock. Swapping the two is safe in both directions: a comment is not a
statement, so declare stays the first statement in the file, and WordPress
reads the header from anywhere in the first 8KB. The header is byte-identical,
so build.php's Version rewrite and /bump's slug match still find it.

One exclusion is added, alongside the existing test-only ones: build.php is a
standalone CLI script, never autoloaded and never shipped in the production
zip, so its global PluginBuilder class is exempt from
PSR1.Classes.ClassDeclaration rather than being forced into a namespace.

Where a second commit was needed, it is a one-time CRLF to LF renormalisation
of build.php, whose blob predates .gitattributes (* text=auto).

phpcs exits 0 with the wider scan, php -l passes on every root file, the plugin
header still parses, and php build.php --help still runs. No version bump.
