fix(gui): Match dark blue, tidy options rows

Dark theme reused a lighter accent (#60a5fa) than the light one, so the
selected-segment blue changed between themes. Both palettes now carry
#2563eb.

Disabled segments took their text colour from `border`, a line tone that
sits ~1.5:1 above the dark surface and left an inactive Remote button
unreadable. Added a dedicated `disabled_foreground` to both palettes.

Codec moves up next to Resolution, since the two together describe the
output file. Discover borrows Segment.TButton so it matches the height
and inset of the mode buttons instead of standing above the row, and the
server URL entry hugs both neighbours via the shared SERVER_URL_GAP.
