Report ingress validation blockers

Old event message format:
IngressReconcileFailed: validation failure: <detail>

The event was attached to the ingress being reconciled, but did not identify a different ingress whose configuration prevented the ingress-class state build.

New invalid-peer event format:
IngressReconcileFailed: update of ingress <blocked> is blocked because ingress <invalid> in ingress class <class> failed validation: <detail>

New conflict event format for a participant:
IngressReconcileFailed: update of ingress <participant> is blocked because its configuration conflicts with ingress <peer> in ingress class <class>: <detail>

New conflict event format for a bystander:
IngressReconcileFailed: update of ingress <bystander> is blocked because ingresses <participant-one> and <participant-two> have conflicting configuration in ingress class <class>: <detail>

State-build errors now retain the ingress responsible for standalone validation failures and both participants in shared-configuration conflicts.
