Revert LegacySimulatorOptions and adding ExperimentalSimulatorOptions (#3176)

Reverting the rename to `LegacySimulatorOptions` for users for the next
release and renaming the new `SimulatorOptions` to
`ExperimentalSimulatorOptions`
