style: concede the three rules the hosted check cannot be argued with

Its configuration comes from the project's StyleCI settings rather than from
.styleci.yml, and switching that over needs admin rights on the account. The
evidence is direct: a preset: psr2 in the repository file, which has no opinion
about any of the three, changed nothing.

So the three deviations from @Symfony stand — no blank line between the class
and function import groups, parentheses on anonymous classes, and a comment
before a `} elseif` indented with the block. It costs one blank line, one pair
of parentheses and the indentation of one comment.

php-cs-fixer is configured to produce the same, since a formatter that undoes
the hosted check on every run is worse than three settled differences. Both
files record why, and what to undo if the repository config is ever enabled.
