config: drop Dropwizard-4-invalid server fields

Dropwizard 4's DefaultServerFactory no longer accepts server.maxQueuedRequests
(startup fails with UnrecognizedPropertyException). Remove it from config.yml
and config-docker.yml. In config-docker.yml also remove server-level
acceptQueueSize and move idleTimeout onto the http connector (both are
connector properties, not DefaultServerFactory properties).
