build: hold the hosted check to a baseline it and php-cs-fixer agree on

Its symfony preset is a snapshot of php-cs-fixer from several major versions
back and contradicts the current convention in three places. Naming those
rules under `disabled` did nothing: they carry 3.x names its vocabulary does
not know, which is also why the enabled list never took effect and the check
kept falling back to its default.

PSR-2 has no opinion about any of the three, so the hosted check keeps
catching what it is good at while php-cs-fixer stays the one that decides how
this codebase is formatted.
