chore(tooling): standardise wp-mocks, phpstan and php_codesniffer (#50)

Pins bleedingdeacons/wp-mocks to ^1.5.2 - the suite previously spelled this
constraint nine different ways - and standardises php_codesniffer on ^4.0
with a shared PSR-12 ruleset.

Adds .phpcs.xml.dist covering src/ and tests/, plus phpcs/phpcs:fix composer
scripts and an advisory PHPCS step in CI. The filename matters: every
build.php already excludes .phpcs.xml.dist from production archives, so no
build script needed changing.

Nine plugins required php_codesniffer and eight did not. Of the nine, seven
invoked `phpcs --standard=WordPress` while wp-coding-standards/wpcs appeared
in no require-dev anywhere in the suite, so the command could never resolve
its standard - CI missed it because the step is continue-on-error. PHPCS now
resolves and reports everywhere, still advisory.

phpstan was already uniform at ^2.0 / 2.2.7 and is unchanged.
