feat(ruletest): expose eval output to Starlark tests and fix CWD-sensitive path resolution (#6682)

* feat(ruletest): Expose rule evaluation output to Starlark tests

* refactor(ruletest): move goToStarlarkValue to starlark_util and add tests

Co-locates goToStarlarkValue with its inverse starlarkValueToGo in
starlark_util.go. Adds TestGoToStarlarkValue covering nil, primitives,
map, slice, and the unknown-type string fallback.

* test(ruletest): add integration tests for eval output exposure

Adds output.star and output_rule.yaml to testdata, demonstrating that
res["output"] is populated from the rego output expression on failure
and absent on pass.

* fix(ruletest): resolve datasource paths relative to test file directory

Paths supplied via data_sources= are now joined against the directory
containing the .star test file rather than the process working directory.
This allows running mindev test pkg/ruletest/testdata from the project
root to correctly locate datasource YAML files that live alongside the
test file.
