chore(deps): update dev dependencies to latest majors (#307)

Bump all devDependencies, including major upgrades:

* eslint 8 -> 10 with the flat config migration (`.eslintrc` replaced by
  `eslint.config.js`, `--ext .js` dropped from the lint script)
* eslint-plugin-import replaced by eslint-plugin-import-x, as the
  original plugin does not support ESLint 10
* eslint-config-prettier 9 -> 10, jasmine-core 5 -> 6, typescript 5 -> 7
* `moduleResolution` and `baseUrl` in the type tests config updated for
  TypeScript 7, which removed both options

Source fixes required by the new rules: unused catch bindings removed and
stale `eslint-disable` directives cleaned up.
