Remove redundant atthasdef filter to fix cardinality misestimate (#4925)

The atthasdef predicate in the Default Constraints branch of
sys.all_objects and sys.default_constraints is redundant because the
pg_attrdef join already guarantees atthasdef is true for every joined
row. However, its presence causes the planner to apply the global
frequency of atthasdef being true (a small fraction on pg_attribute)
instead of the true 100 percent post-join selectivity. This produces
a roughly 400x cardinality underestimate which, compounded by the
has_column_privilege default selectivity, triggers catastrophic Merge
Join choices with hundreds of millions of rows filtered on PG 17.x
with 500+ namespaces.

Removing the filter lets the planner see the correct post-join
cardinality, choosing Nested Loop over Merge Join and eliminating
the pathological execution path (22 to 36x improvement on PG 17.x
with 576 namespaces).
