Fix refine script dist build. Refs #7886 (#7889)

* Fix refine dist command to reenable local builds

- Restore unparsed arguments so subcommands can use them
- remove SVN support (it's been decades!)
- remove script based Mac build - defer to Maven instead
- used self-signed cert "OpenRefine Code Signing" for local
  builds and override for production builds
- Update to Java 21 for bundled JRE (was Java 11!)
- Move notarization to its own profile which is
  only enabled if notarization property is set

* Remove unneeded workaround for libjffi signing

* Clean up leftover comments from example template
