Disable XML-RPC support by default (#1296)

* Update zope.meta templates

* Disable XML-RPC request support by default.

The protocol is rarely used and disabling it reduces the potential for
abuse. Set ``enable-xmlrpc`` to ``on`` in the Zope configuration if you
really need XML-RPC support.

* Fix tests that use XML-RPC

* Remove import from wrong module

* Update documentation
