feat: add bb_mqtt_client_enqueue() non-blocking publish path (B1-834 PR-1) (#1232)

Wraps esp_mqtt_client_enqueue() as a sibling to the existing blocking
bb_mqtt_client_publish(); the accept/reject verdict (BB_OK, BB_ERR_NO_SPACE
for outbox-full, BB_ERR_VALIDATION for a generic reject) is synchronous and
distinguishes retriable outbox-full from a likely-caller-bug reject, per the
settled B1-1122 decision to use enqueue over publish for telemetry egress.

- adds host stub with a sticky msg_id test hook covering every mapping row
- closes coverage_baseline's pre-existing shrink-only gaps in this file
  ("touch it, bring it to 100") and prunes 21 stale line-shifted entries
