tool: use the live pre-commit.ci status badge

The generated README.md and docs/badges.rst carried a static shields.io
"pre-commit enabled" badge, which only advertised that the project uses
pre-commit and said nothing about whether the hooks pass. Emit the
pre-commit.ci status badge for the default branch instead, linking to
the latest run.

Three places produce that badge and have to agree: the README and
docs/badges.rst templates, and the post-process pass that rewrites the
README badge region on every run. Because the pre-commit.ci endpoints
are scoped to a GitHub owner, repository, and branch, private and
non-GitHub projects keep the static badge.
