fix(admin): link call-attempt rows to the detail screen (#54)

renderDetail() has always been registered as a hidden submenu (empty
parent slug, no sidebar entry) and detailUrl() has always known how to
build a link to it — but nothing ever called detailUrl(), so the screen
was unreachable from the UI. It is the only surface that shows an
attempt's free-text note, so that was lost functionality rather than
dead weight: wire it up rather than delete it.

Each row's "When" cell is now a link to that attempt's detail screen.
Column order is unchanged, so the inline row-filter script (which
indexes children[1] and children[2]) is unaffected.

Also drops SettingsPage::OPTION_GROUP, which genuinely is dead —
registerSettings() deliberately doesn't use the Settings API, because
the secret fields need custom "empty means don't change" merge logic,
so there is no option group to register against.

Both were suppressed as "is unused" entries in phpstan-baseline.neon;
those entries go with them.
