test: cover src/Admin and drop its coverage exclusion (#46)

Confur excluded src/Admin from the coverage source set as "WordPress
render/callback and menu glue exercised through the admin UI at runtime".
Amber covers its whole src/Admin on the same tooling, which showed the
exclusion was habit rather than necessity — and here it was hiding real
logic: answer aggregation, duplicate detection, coverage arithmetic and
email templating all live under src/Admin.

212 tests across the six classes. The exclusion is replaced by a comment
saying why it is deliberately absent.

Two behaviour-preserving extractions were needed. handleFormSubmission()
on both the settings and email-template pages ends in wp_redirect()
followed by a bare exit; the shared stubs record a redirect rather than
throwing, so exit would run and take the test runner with it. The branchy
logic behind each is now resolveSubmissionRedirect(), which returns the
URL its caller redirects to. Same control flow — every branch already
ended in redirect-and-exit — and the guards and the redirect stay put.
