Add tool packages installer

Tools with ranged version constraints are resolved through initial
`composer update --dry-run` command through `ProcessExecutor` utility.

Installer is not aware of client's binaries, but instead returns bin
`Directory` of installed tool to iterate over its files and synchronize
with client's `bin-dir` (can be eastablished through plugin API). That
said, currently assumed directory for shared tool bin package binaries
is default `vendor/bin` path, which might not be correct due to global
config changes.
