chore: Retire turncat

The turncat utility is gone: "stunnerd tunnel" is its successor with the same
command line shape. This removes the cmd/turncat binary and its Dockerfile, the
root-package TurncatConfig/NewTurncat public API, and the turncat-only leftovers
in the URI parser (the stdin "-"/"file://-" special values and the unix/ip/file
address resolution) together with the protocol enum values that existed only for
turncat client URIs (UDP4, TCP4, UNIX, UNIXGRAM, UNIXPACKET, IP, IP4, FILE) and
the root-package reuseAddr socket option helpers.
