ci: appimage — don't require sudo for the build-dir chown

Under rootless docker (self-hosted fleet) the container's root maps to the
runner user, so $BUILD_FOLDER is already owned by us and the chown needs no
sudo -- which that user isn't granted. Fall back to a plain chown when sudo is
absent/denied; GitHub-hosted (rootful docker, root-owned files) still uses sudo.
