Merge release 3.0.0

Reconcile the release branch with the dependabot bump that landed on main
while 3.0.0 was being prepared. Merged rather than rebased: the 3.0.0 tag
already points at 04be804 and that is the commit the published PyPI
artifact was built from, so rewriting it would leave the released version
outside main's history.
