test: cover the three import admin screens (#35)

src/Admin was excluded from the coverage source set as "render/callback
glue exercised through WordPress at runtime". Amber covers its whole
src/Admin on this same tooling and Integrity has since followed, so the
exclusion was habit rather than necessity.

Reconcile's admin layer genuinely is thin — the upload handling, batching
and spreadsheet parsing all live in src/Core and the per-resource
handlers, which were never excluded — but what is there is real code:
three enqueue guards that keep each screen's JavaScript off the other
two, and three reference tables built from the column mappers.

Registration is run for real and asserted against WpState. renderPage()
is called inside an output buffer and asserted on as HTML, with the
column mappers left in place, so adding a property to a mapper and
leaving it undocumented on the screen now fails the suite. The member
screen's GSR and rotation notes are checked against MemberImporter's own
truthy values and date formats for the same reason.

wp_nonce_url() is the one WordPress function these screens call that
wp-mocks does not stub; each test stands it in via Brain Monkey.
RECONCILE_VERSION and RECONCILE_PLUGIN_URL move into the bootstrap,
where a define() cannot depend on test ordering.

Also drops a dead local in MembersAdmin::renderPage() that the coverage
run turned up: $truthyValues was fetched and never read, since
getPropertyNotes() fetches its own.

Line coverage 89.79% (1802/2007) -> 91.19% (2205/2418).
