test: cover src/Admin and drop its coverage exclusion (#44)

Scrutiny excluded src/Admin from the coverage denominator on the grounds
that admin screens are render/menu glue only WordPress can exercise.
Amber disproves that — it covers its entire src/Admin on this same
tooling — so tests/Unit/Admin now covers Scrutiny's, and the exclusion is
replaced by a comment explaining why it is deliberately absent.

90 new tests across three files, following Integrity's SettingsPageTest:

  - AuditLogAdminTest — registration, the purge handler and its audit
    entry, the rendered table and its filters, pagination, and the two
    private statics behind the Detail column.
  - MemberPrunerAdminTest — registration, both capability guards, the
    posted-value clamp, and the rendered form and status banner.
  - ScrutinyMenuTest — the menu registrar and the default-submenu strip.

The logger double is Scrutiny's own SpyAuditLogger. Note this plugin's
bootstrap keeps its own recording add_action() and globals-backed
current_user_can()/get_option(), which win over the shared wp-mocks
stubs by design, so hooks and capabilities are driven through those
globals rather than through WpState.

Production change: MemberPrunerAdmin::handleSave() ends in
wp_safe_redirect() followed by a bare exit, which takes PHPUnit with it,
so everything past its guards was unreachable. The persistence and the
redirect URL are split into persistPostedSettings() and
savedRedirectUrl() and driven by reflection — the same approach
Integrity took for parsePermissions()/parseIpWhitelist(). Pure code
move; behaviour is unchanged.

Coverage: 443 of the 446 lines in src/Admin are now hit. The three that
are not are the redirect-and-exit itself and the ABSPATH guards.
