OPATH-6990: consolidate duplicate permissions block in test.yml (#76)

Upstream sync PR #75's cherry-pick of #14440 inserted a second top-level
permissions: block instead of merging with the existing one (added by
a79905690, "Give Test workflow write to cache permission"), producing an
invalid duplicate key. Consolidated to one block, using actions: read to
match upstream's own npm-ci composite action (identical to ours, including
its cache/save step), which ships with read-only permissions.
