ci(cookbook): gate python recipes so the collection is not shell-only

A .py recipe already passed every structural check, but no glob matched it: no shebang check, no
lint, no parse. It would have merged entirely ungated while .sh got shellcheck. Adds .py to the
shebang glob and runs ruff check over it, the counterpart of what .sh already gets.

EXE001 is ignored. It fails a shebang on a non-executable file, which contradicts the shebang the
layout step requires of every script, and would move executable-bit policy into CI, which this repo
deliberately keeps out of it.

No recipe is added. CONTRIBUTING says a recipe must be a workflow you actually run, so writing one
to demonstrate the language would break its own first rule.
