Update fast-uri to 3.1.5

Fixes GHSA-7p8r-x3mc-p8w7 (CVSS 7.5) reported by the OSV scanner against the
3.1.4 pin, fixed in 3.1.5.

A transitive dev-only dependency, pulled in by ajv, which asks for ^3.0.1 and is
still satisfied. 3.1.5 declares no dependencies of its own and keeps the same
BSD-3-Clause license, so only the version, resolved URL and integrity hash
change, and the rest of the tree is untouched.

Verified with npm 10.9.8 in a node:22-alpine container:

- npm update fast-uri --package-lock-only, run against the pre-bump lock,
  produces a byte identical package-lock.json
- npm ci installs cleanly, which validates every integrity hash in the tree
- npm audit goes from 1 high severity finding to 0
- npm run build (webpack) compiles with the same 26 warnings as before
