chore(release): v1.21.0 (#41)

Carries the corrected GitHub Plugin URI. The header pointed at
github.com/thebleedingdeacons/<slug>, an organisation that does not exist —
the org page 404s, not merely the repository path — and that header is what
GitHub Updater reads to locate the repository, so auto-updates could never
have resolved.

The installed copy carries the broken URI and therefore cannot fetch its own
fix. This release breaks that cycle: once installed, the plugin can find its
own repository for the first time.

Built, copied and installed on the functional test machine in the same
/bump force-all minor run.
