fix(ci): skip Unix-only tests on Windows to fix CI failures

Add OSError try/except guards to 13 symlink tests across 8 test
files, and @pytest.mark.skipif(win32) to 3 tests using /dev/null
and /dev. Disable fail-fast in CI matrix so platform failures are
visible without cancelling other jobs.

🤖 Implemented together with Yoker.
