ci: test on PHP 8.5, and watch PHP 8.6 as a nightly

8.5 is released and is what development happens on here, so it belongs in the
matrix like any other version.

8.6 has no release yet, so that entry builds from the nightly and is allowed to
fail. It is there to see breakage coming rather than to gate anything, and it is
paired with the newest Symfony since that is where the combination is most
likely to be exercised first.
