the panel took one percent on both pane dimensions, so a message wide
enough to want three quarters of the pane took that share of its height
too and left two lines of text in a square box. Width and height are
measured separately now: width from the wrapped message's columns or the
caller's --size-percent, height from its rows. HudPanelSize carries both
from HudLayout.panelSize through the store to the deck, OverlayPanelStyle
splits its fraction into widthFraction and heightFraction, and the tree
reports heightPercent beside sizePercent. The height takes no minimum
