docs: explain the refresh route reporting no controller

check_path decides which requests the authenticator takes over and defaults to
/login_check, so refresh_jwt with no configuration leaves the refresh route
unanswered. The request reaches the router instead, which finds the route and
nothing behind it, and reports that the route is wrongly configured. The route
is fine; the message names the wrong thing.

Says so where the route is defined, and puts it on the node itself so it shows
in config:dump-reference.
