cruft: update

Regenerated workflows, hooks, agent and skill files, dependency pins, and
the Yarn release, plus RUF105, RUF106, and RUF201 in the Ruff ignore list,
which replaces the rule-name selectors this repository carried locally.

The generator emits the pure-Python publish workflow, which builds one
wheel with `uv build` on Linux and drops the cibuildwheel matrix, the
Windows archives, the artefact plumbing, and the asset assertions. Restore
it and mark it hand-maintained the way the CodeQL workflow already is,
keeping two things the regeneration got right: `Tests` moves from required
to optional, and gh-action-pypi-publish moves to its newer pin.

Ignore the `.claude` files the harness mounts from /dev/null as well, since
cspell cannot read them and fails the run.
