tools/fetch_vapoursynth_header: give urlopen a timeout

Without one the socket blocks forever, so a stalled network turns a
configure-time header download into a hung build with no diagnostic
rather than a quick, legible failure. Thirty seconds is generous for a
29 KiB file.
